Resize new IE window

When I click on a link to open a new window in Explorer
the window opens in the minimized form. I can get the
window to resize by maximizing it but I didn't have to do
this until last week. Is there a setting that
automatically causes a new window to maximize when
opening?
 
This is from an earlier post. We have been having a number of people
reporting this problem lately.

OPEN A WINDOW FULL-SIZE:

"Have only "one" window open.
Adjust to desired size.
Use File->Exit to close.
Open new window."
