resize jpg's upon sending

Hello,
I had Outlook installed on my old XP system, when I would drag and drop
JPG's into the message body, a dialogue box would come up , asking me if I
would like to resize them...Great.
Now, I installed Vista, now when i drap and drop jpg's, there is no
dialogue box.
Does anyone know how to get this functionality back?

after adding the attachment, if the attachment pane doesn't show, click the
expand arrow on the insert chunk.
