Outlook 2003 Chinese characters in jpeg file

I have a user that is currently running Outlook 2003. When she receives
e-mails with .Jpg file attachments that have simplified chinese characters in
the filename, the attachment cannot be opened with any picture viewer (shows
"no preview available") . If you try to save the file to the desktop or drag
and drop it to the desktop, it only sets up a blank document (0 Kb).

If anyone can help with this I would appreciate it very much.

SP3 is installed.

Please note that if I have this user open Outlook in safe mode, she can open
these jpeg files w/o any errors at all

After doing some testing and research, I had the user forward the email back
to herself. When she received the email back, the chinese character was
stripped and she was able to successfully open the jpeg files.
