resize banner in themes

I can't resize the banner in themes although it has the
little handles to pull it into size. A properties icon
pops up and all I get is picture and text. How do I get
it to resize? I added page to navigation but still no go.

I have Frontpage 2000.
 
You have to modify the theme, by changing the banner image.

You have to be sneaky and find the image the theme is using, copy it to an image editor outside of FP, edit it the way you want then modify the theme using your modified banner image...Save As a new theme..then apply it. Becareful.
