resetting tcp/ip stack with netsh, reboot computer ?

I am wondering if Windows XP needs to be restarted after resetting the tcp/ip stack using netsh

Are the changes made to the windows registry are applied live or loaded on the next reboot ?

In my experience, starting with Windows NT, any networking changes that you make
are either immediately applied, or you are advised (usually with a choice) to
reboot now or later. When you have the choice, the changes you make are applied
to the registry but don't get applied til next reboot.
