I would like to facilitate the ability for a group of
users that are given permission to change passwords for
regular users to be able to do so through some sort of Web
based means not via AD User or an MMC. Is there a product
available or functionality in Windows 2000/2003 to achieve
such a thing?

Changing a password with ADSI is just a few lines. If you don't find this
kind of tools, I think that you can do it yourself in just an hour.

It's totally unsupported but seems to have the features you are looking for.
