Require a password for new users

I'm trying to make it so that all new users created must be created
with a password. I've gotten it so that within Computer Management,
it will always require that each new user must have a password upon
creation. However, if I go to Control Panel->Users, it will give me
the "simplified" happy gui user creation "wizard" that will let me
create a user that does not have a password.

Is there any way to change it so that the "simplified" user creation
wizard will never come up, or make it so that the wizard will also
require that new users will have a password?

You can't exactly make people not use the "Wizard" from
within the control panel. The below link will help you
hide it.

Although, on my XP Pro machine, if i create a user on the
Wizard, then try to login, it forces them to change their
password (so essentially makes them have a password).

What you can then do is in Local Security Policy, near
where you found Computer Management, you can set the
minimum password length to be 0-42 letters, so you could
then prevent people from having a blank password.
