Irfanview can do this (slideshow save as *.scr)

or saverwiz http://www.rjhsoftware.com/saverwiz/
SaverWiz allows you to create self-contained Windows screen savers using
your own pictures in just a few easy steps.

Accepts pictures in a number of formats.
Resize or rotate your screen saver pictures.
Add captions to each picture.
Select from one of 30 transition effects or let SaverWiz select an effect at
random.
Test and install your screen saver directly using SaverWiz.

Or iSaver http://home.swipnet.se/~w-52253/hyper/program/isaver/isaver.exe

iSaver will grab graphics from selected folder to display as your Screen
Saver, when you are not using your computer with nice transition effects.
You are able to use the following image files for your Screen Saver: ico,
wmf, emf, bmp, jpg (and / or jpeg).
This kind of Screen Saver is very expensive if you wish to make your own.
Since this program is only one file (iSaver.scr) and you can select a image
folder where you want, you do not have to buy a program which costs US$100
or more anylonger. Save graphics, select its folder and launch iSaver and
share it with your friends.
