Req: I can't make autorun work - help?

I have a .chm file that I want to place on a CD and have the CD
autorun whenever inserted in a CD drive.

I have done this in the past, and in fact I have done this with this
particular .chm file. But all in W98.

But I can't get autorun (?autoplay?) to work in XP Pro.

I am using shellrun.exe and the file name is test.chm. The CD has
three files:

autorun.inf containing:

[autorun]
open=ShellRun.exe test.chm Starting CD now .............

test.chm
shellrun.exe

Again - the CD autostarts in W98. I have looked at XP's properties
for the CD drive, and have tried various choices under the 'autoplay'
tab. None of the choices work, but they all seem to apply to media
(pics, music, etc).

So - what am I missing here? Can anyone help?
