REQ: Add favorites to FILE|OPEN Dialog

Is there a utility that will allow a person to add shortcuts to the Common
Dialog Control window? I am looking for a utility that will allow this to
happen even when the functionality doesn't exist in a running application.

For example: FILE|OPEN .... remembered path and/or file
FILE|SAVE .... remembered path and/or file
