It is your video resolution, are you using 640x480? or 800x600?
Notch it up..
Right click over a blank are on the desktop
Properties
settings

What if he checked "scroll programs" in the Start Menu customise area?

He may have some reason for having resolution set so low.

Arrange the program folders in subfolders or increase your screen-resolution.

Good Luck, Ayush.

This may be the only to kill the warning.

I have 21 programs/shortcuts pinned to the start menu (in the upper
righthand side) when I reduced the number to 20 the popup warning box
stops. I think the default maximum programs/shortcuts pinned to the
start menu without activating the warning box is 20. Who knows where in
the registry this number is stored? I hope i could changed it to more
than 20 by editing the registry.

Thank you!!

Depending on your resolution, you can pin up to 30. Set MRU to 0 and clear
list.

To pin folders: HKEY_CLASSES_ROOT\Folder\shellex\ContextMenuHandlers
Add key: {a2a9545d-a0c2-42b4-9708-a0b2badd77c8}

Or download from line 398. Once merged, Shift/Right Click/Pin.

For the lower half: Default is 6.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
Right pane: Start_MinMFU
