Repost--Certificates for VPN Access--

I am in the process of setting up a test 2003 active directory domain with
VPN, Ent.CA and smart cards for VPN access
Everything seems to be working fine I can assign certificates to smart cards
using EAP and so on
The only question I have is ??? Once in production I will need to issue
smart cards to consultants for VPN access from there own PC's which are not
my domain clients
Will they need a local user certificate from my CA or will the "smartcard
user" cert on the card be enough. If not Any Ideas on how to get them the
user cert with out them physically connecting to my network.
