Reply with Template in Rule - Outlook 2002/3

I have set up a rule as follows: If a message arrrives through this
account, reply with that template, stop processing more rules.
I generated stationery with the reply message which I opened and saved
as a template in the correct folder.
In testing the rule, the reply message does not pick up the reply to
address from the incoming message and so it hangs in the Outbox. It
seems that I have done this successfully in the past. What do I need to
do in the template or the rule to pick up the reply to address from the
incoming message?

Outlook has never handled ReplyTo addresses, to my knowledge. It has always replied to the From address.
