Reply & Forward arrows not present in Outlook 2003 reading pane

Upon changing e-mail to MSN, in Outlook 2003 Office Basic, the "reply" and
"forward" arrows have disappeared in the reading pane on the little e-mail
envelopes to the left of the individual e-mail messages in the Inbox folder.
Can any one help with restoring the setting for these? We have looked all
over the Tools menu and E-mail Options and cannot locate this info anywhere.
Thank you!
 
What happens if you right click the tool bar customize, options and
select reset toolbar?
