Reply feature doesn't work

I'm running Outlook 2003 in windows 2000.
When I reply to messages my reply goes to the outbox and
never leaves. Regardless of how many times I manually hit
the send/receive button the message never leaves. I'm
stuck having to create a new message whenever I need to
reply to anyone.
Any thoughts?
 
Might be a firewall/proxy running problem. Or install Windows XP.
