REPLY doesn't use HTML sometimes?

I'm using Outlook 2003, with all updates. Certain emails, when I hit reply,
bring up a "Plain Text" dialogue box, not HTML like certain others as well
as my intially-originated emails.

Problem is, with plain text, my signature fonts and graphic HTML company
logo at the bottom are wiped out.

It looks almost like certain senders are controlling the format of their
email and any replies...i.e. he uses plain text so the reply ends up in
plain text. Sure, a workaround is to re-create a new email in HTML and
paste-in his email, but that's cumbersome.

Is there a way to change this? I've tried everything in Options. I'd like
for ALL my outgoing emails (including replies) to be in the HTML format I
have chosen, so they properly include my signature and logo.

In efforts to reduce the likelyhood of receiving viruses,
some users only send and receive in plain text mode. Your
insistance on HTML doesn't override the recipients settings.
If you send all new messages in HTML, some recipients may
only receive plain text. Don't depend on the recipients to
see your logo.
