Reply default to rich text format

Is there any way to set the default format for replies or forwards to Rich
Text rather than Plain Text?

No. Thankfully, Outlook replies using the same format as the original
message. Rich Text is an Outlook-specific format, unreadable by any
non-Outlook mail client. You don't want that as a default any way, unless
you like sending non-readable messages to your senders.
