Replmon utility doesn't work

I have an odd issue. Every time i try to run the replmon utility on either
of my two domain controllers it never loads and brings up the application. I
have already installed the the support tools on both servers from the Windows
2003 cd and verified that there is a replmon.exe file on the servers. I go
into the support tools folder in dos and type replmon and in my past
experience replmon's gui opens up and your good to go. On these servers
nothing happens. The dos prompt pops back up and nothing else happens. I
ran the utility from the gui by double clicking on it and still nothing
happens.

Is there anything you can recommend to help me try and track down why this
is acting this way and if it is an indicator of something wrong that is
buried down in AD? I have noticed no issues with replication from what I can
tell.

If you are running sp1, go the sp1 download and copy the updated replmon.exe
and see if that works.

I had installed the SP1 version of the support tools with the new replmon and
still didn't have any success.

I ended up going through and cataloging a grocery list of issues that
revolved around residual traces of old servers that were left over after the
nt4.0 to 2003 migration. This migration was done prior to me working for the
company but the gist of it is, a new nt4.0 server(temp server) was built and
added to the nt domain. The PDC was then demoted and taken off line. The
BDC (temp server) was promoted to the role of PDC and upgraded to Win2k3.
Then two new w2k3 servers were added to the domain and both the nt4 box and
the temporary server were removed.

I cleared out the references to these old servers in AD and redid the NS
record in the dns to point to the new PDC emulator. All the FSMO roles were
already transferred to the PDC emulator and everything else seemed fine.
This still didn't resolve the issue. So there are only two outstanding
issues that I know of. One is a time service issue and the other is a vague
error listed in a DNSLINT report I just ran:

The domain is: domain.local
I ran the command: dnslint /ad /s 192.168.21.10 /v

DNS server: User Specified DNS Server
IP Address: XXX.XXX.XXX.XXX
UDP port 53 responding to queries: YES
TCP port 53 responding to queries: Not tested
Answering authoritatively for domain: Unknown

These are issues that I am working on trying to resolve and hopefully will
have taken care of by the end of next week. But could either of these be
causing the actuall replmon utility to not even load? And to not load on
either of the two DCs? That's whats got me baffled.

Loading shouldn't be an issue but the time, if time is more than 5 minutes
off, I believe will prevent replication.

Instead of replmon try running Ultrasound

Also,
Run diagnostics against your Active Directory domain.

If you don't have the tools installed, install them from your server install
disk.
d:\support\tools\setup.exe

Run dcdiag and netdiag in verbose mode.

If you download a gui script I wrote it should be simple to set and run. It
also has the option to run individual tests without having to learn all the
switch options.

The script is at http://pbbergs.dynu.com/windows/windows.htm, download it
and save it to c:\program files\support tools\

Just select both dcdiag and netdiag make sure verbose is set. (Leave the
default settings for dcdiag as set when selected)

When complete search for fail, error and warning messages.

That is a sweet looking utility. I'm in the process of getting ahold of a
machine that I can use as an administrative server. I'll be adding
ultrasound to the list of tools I install on it. So thanks for pointing that
out.

I ran the netdiag /v and the dcdiag /v and the only errors reported were
related to the time service. I restarted the time service on the PDCEmulator
and it seems to be working on that server. But the secondary DC is erroring
out and not syncing up with the PDCE. I am getting EventID: 29 and 24 with
Event Source: W32Time. And when I run a w32tm /monitor it is saying that the
PDCE is not listing on the ntp port. So once again I'm stumped.

I guess my main concern is less that I can't use replmon and more that I may
have bigger AD related problems.

Thanks again for your help and if you have any suggestions please keep them
comming.

Ok, believe it or no, this could have to do with dns on this machine.

Is the ntp port open (Firewall issue)? Is the netlogon service running?
