replication between sites.

I setup two child domains and created a site for each
child domain. The issue i'm having is that the domain
controllers from each site aren't showing up in the parent
domains site and services snap-in. Is this a DNS problem?
 
did you configure subnets and associated them with their respective site ?
sites are based on IP subnets/mask
