Replacing One Failing HDD with Two Identical HDDs

I will be replacing a failing WD2000JB HDD that has two partitions (C:
(WinXP) and F: (DATA)) with two new WD2000JBs, one for the OS and Programs,
the other for data. I also have the Win XP installation disk (SP1a version)
that came with the system. I think I should do a fresh install of Win XP on
the new OS/Programs drive. Where can I find a step-by-step guide for this
particular procedure? Once I get the OS installed on the new drive, can I
transfer the programs and settings from the old drive to the new? Or should
I just reinstall the programs and transfer settings like the desktop,
favorites, cookies, bookmarks, etc? Would it be better to move the data
temporarily to a folder on the new drive and then move it again after the new
data drive is installed? I understand in principle what needs to be done,
but as they say, the devil is in the details. Thanks.

Install new had as master, disconnect old hd, install winxp

Install mobo chipset and other hw drivers from either cd's supplied or hw /
PC manu web site. Do not rely on default win drivers.
Run winupdate
Shutdown
Connect 2nd new hd as slave, Partition/Format
Shutdown
Connect old hd as slave
Install apps
Copy data from old hd to wherever
(You cannot transfer apps from one hd to another)
Shutdown and disconect old hd. Once you are satisfied that all data has been
recovered from old hd remove and discard it. (If you leave it connected and
it finally fails completely, this can cause your sys not to boot)
