replacement windows xp operating system disk

recently there was a major water line break in my apartment and my WINDOWS XP
disks were damaged and are now unusable. I now have to do a clean reinstall
of the OS and am unable to do so because the disk are unreadable. I`ve tried
to contacting both microsoft and the manufacturer of my PC (DELL) and the
reply i got from both parties was basically "your tough luck"...I`m a 37 year
old disabled person on a very low fixed income , so I just can`t go out and
purchase another boxed WIN XP new or used because finances don`t allow....I
need your help and answers fast as I am now to the point where my system
won`t even allow me to open the majority of my folders or

I take it you didnt realise what I meant. I cant say what I meant because
this is an offical microsoft newsgroup.

But seriously microsoft should replace the disks. They sell you the licence
not the software. You should get a replacement for any damaged disks.
 
Dell, as the manufacturer of your system, is the sole party responsible for
replacing lost or damaged system disks. If the first rep refuses to order a
new set for you, then ask for a supervisor. Expect to pay a fee for the
replacement disks.

Replacement disks are easy from Microsoft.
However those with larcenous inclinations often look other ways
first.
 
Your options do not include support from Microsoft.
Since you chose to buy OEM, Dell is your support source.
Think of OEM as manufacturer, sold and supported by the seller (Dell) with
Microsoft having no part.
All Microsoft options will cost you regular price since you are not a
Microsoft customer.

Contact Dell tech support again, ask for a supervisor and get a second
opinion if the tech does not satisfy you.
Depending on the age of the computer, you may not get help from Dell either.

Is the disk damaged beyond repair?
You may just need to properly clean it.
Go to a computer store and purchase a kit specifically designed to clean
CDs.
Do not use windows cleaner or other cleaners because the chemicals may
damage the CD further.
