Repeated XLB File Corruption

I'm running Office Professional 2007, including Excel 2007. Recently, when
Excel 2007 opens it displays a blank blue windows with the status bar on top
(rather than the bottom) of the window.

I have not installed any add-ons or excel enhancements.

If I close Excel and delete the Excel12.xlb file the next time I run excel
it will open normaly. However, after I close Excel the symptoms reapper.

Has anyone had this problem and, if so, how did you go about fixing it?
