Repeat Section property problem

When I select the Repeat Section property = Yes for a
section header I find that it repeats the section header
on the page after that particular section is complete.
The repeated section header appears above the correct the
section header for that page. For example:

Finance Business Centre Header
- Finance details

(new page)

Finance Business Centre Header
- Finance details completed

(new page)

Finance Business Centre Header
Human Resources Business Centre Header
- Human Resources details

Can anyone help?
