Maybe the CD Drive has been disabled from the boot sequence.

Have you checked the order of the bootable drives in the BIOS?

You need to set boot priority in the bios to boot from the cd drive first. Then use a bootable windows server cd. If it's a copy of the cd on a cd-r and you are using a cd-rom drive that is 24x or slower it will not be able to read the cd copy to boot. If this is the case, try replacing the cd-rom drive with an updated faster drive 48x or better.

Go into the BIOS and change the boot sequence should do it.
