Repair subdirectory not on HD

IN trying to save my computer from a missing or corrupt file, I found that I
do not have the subdirectory \Windows\repairs.
This is an eMachines computer running XP Home; should I have it or is it not
necessary?

The "Repair" folder contains copies of some registry files.
It is very unlikely to contain your missing file. You should
post the full error message you see on your screen.

Error message:
Windows XP could not start because the following file is missing or corrupt:
\WINDOWS\SYSTEM32\CONFIG\SYSTEM

In order to use the method provided by Microsoft, many of the files (ie
"System") should be deleted, and then copied from a "Repair" subdirectory.
That subdirectory doesn't exist in the Windows folder of my computer, so I
could not continue.
I was able to use Recovery Console to rename and then copy back the file
"System" and then start in Safe Mode. Once there, I was able to use System
Restore to get back to last Friday's restore point.
My question is whether the Repair subdirectory or folder should be on my
computer or not. I am pretty sure it is SP2 but I will have to check again
tonight.
