repair doesn't see vista

I have a unique problem. Vista crashes on boot (blue screen at the first
vista screen loading. I hadn't installed any new hardware or software to
create this problem I did have a power outage which caused the computer to
shut down improperly. After that vista did a checkdisk which took 36 hours to
complete. The system work fine for a few more days when power was lost again.
This time however vista started the crash on boot. When I insert the vista
dvd, I select repair but it doesn't find the vista installation to repair.I
think the file system on the drive is trashed. There is another drive on the
stystem that I'd like to install a fresh copy of vista on but its not
partitioned.
So, what I have now is that I'm trying to install vista from the dvd. I get
to the install screen and choose install, it says please wait and seems to be
copying files for a while (maybe 5 minutes or so the hdd light flashes) but
since the last hdd flash it's been sitting for the last 3 hours doing
nothing. I have a vista screen that says please wait with a mouse hour glass
that I can move but no hdd activity. This is obviously not right but what to
do?
Sorry for the long winded explaination. Btw, I really would love to save a
couple folders on the original installation drive.

SATA drive? Install the SATA drivers to allow the installer to see, and ID,
the Vista install.

If this were my problem, the first thing that I would do is purchase a
quality
Uninterrupted Power Supply (battery backup).
I would then use the Hard Drive Manufacture's write zeros to the drive.
Then try a Reinstall.....
