Removing Toolbars with Parameters

Hello All!

There is a ton of talent on this IE forum and I am hoping someone can help me. I am an IBM AS400 programmer and have an application opens a IE Browser and directs it to a specific webpage ( www.weather.com ). My boss is golfer and is very concerned about the weather. Anyway, I want to make this application public, but do not want users to venture off to other websites via the toolbars. Is there a way to start up IE and disable toolbars with passed parameters?

I don't think the command-line arguments can be prevented [iexplore.exe www.website.com]. If this is the way the toolbar launches IE instance. Follow PABear's advice on blocking websites.
