removing protection?

Hi all,

I am attempting to use an excel 2002 template provided by a state agency.
When I try to enlarge a column to accommodate the width of a figure, I
cannot because certain cells are protected and read-only (for no good
reason). The form isn't utilized by the state anymore, so I can't get the
password to modify it. Does anyone know of any workaround or utility that
could help with this?
