Removing Pop-Ups

On an open access workstation a weblink was downloaded
somehow. From that time a pop-up message appears regularly
offering various 'services'
I found the folder etc and deleted but the pop-up still
keeps appearing. It is also on the menubar at the bottom
right hand side of the screen but showing as a blank space
between 2 other icons.
it normally wouldn't bother me but the worksation is in
the service deparment where we deal with customers. I have
run Norton and also installed SpyBot but still can't get
anywhere.

I use:
1) FreeSurfer for popups http://www.kolumbus.fi/eero.muhonen/FS/Download.htm

2) Spysweeper for spyware (It works wonderfully, but the free version
only allows a onetime download of definitions, BUT it will find things
Spybot doesn't)

I use both at home and work (where I am Network Administrator and have
installed on our workstations) and I never get popups or spyware.
