It depends on what you mean by "does not work at all." Improperly
installing firmware (installing the wrong file, turning power off during
the process, or otherwise) can completely disable your router -- hence
the term "bricking the router." If this is what has happened to you,
even a hard reset may not work.
On the other hand, there are methods, especially for Linksys routers, to
"de-brick" the router.
