Removing attachments when replying to sender

I have looked through the Tools and Options menus but it is escaping me at
the moment. Please someone tell me how to have Outlook automatically remove
the attachments when I reply to the sender of a message

There is no such setting. Outlook always does that automatically. It assumes
that since the sender sent you the file, they already have it and don't need
it again.
 
So there is something weird with my system then, for it is including the
attached files I had received when I try to reply to the sender.

Any ideas?
