Removing a reaccuring or saved pop-up add

I have a group of three adds that keep popping up under a
new window. I am using Norton Internet Security which
blocks the content, but the empty window still pops up.
Are these adds stored somewhere and set to be displayed
every few minutes? Do I need to uninstall IE and
reinstall it to remove these adds? These adds do not pop
up while using Netscape. Any ideas?
