Remove Shutdown option in Welcome Screen

Hello, I noticed on the microsoft website that you could
remove the shutdown option on the welcome screen of
windows xp, but it seems to only work with XP Pro. is
there a way to remove that option from XP Home?

That option can be changed here within this utility under System Security:
Do not allow Shutdown without Logon
