Certainly. If you have XP Pro, do this with Group Policy.
Start>Run>gpedit.msc [enter]

For questions about using Group Policy, post here:
microsoft.public.windows.group_policy

Be careful using Group Policy - it is completely possible to lock
*yourself* out.

XP Home does not have the Group Policy Editor. Either use Doug Knox's
Security Console or the Microsoft Shared Computer Toolkit.
