For the new Start Menu, right click the Start button, select Properties,
Customize, Advanced. You can remove it there.
To remove it completely and prevent users from adding it back, go to Start,
Run and enter REGEDIT Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore

Right click in the right pane and select New, DWord value. Name it NoSMHelp.
Double click the value you just created and set it to 1.
This is a per user restriction and must be applied while logged on to that
user's desktop. See
