Windows Mail is a client program, not a service.
Accessing your email accounts from another location may be possible,
depending upon what type of accounts they are.
Webmail accounts can be accessed from any computer with a browser.
IMAP is designed to leave the messages on the server so you can access from
any computer.
POP3 normally deletes the messages on the server after downloading. But you
can usually configure Windows Mail to leave the messages on the server after
downloading so you can also retrieve them from another computer.

If you wish to connect directly to your home computer to access messages
already downloaded, then you can use something like Remote Desktop, VNC,
LogMeIn.com or GoToMyPC.com
