remote desktop won't listen on port 3389 - cannot connect

i have a client's pc with xp pro sp2
i've been using VNC but would like to use remote desktop as i've found
it to be faster.
she recently got infected with the w32.mytob worm and i've had a time
cleaning it up and others.
her windows firewall was greyed out, automatic updates are STILL greyed
out, and i've found that virus or some other virus must have messed
with group policy because by changing a few settings in group prolicy
editor i've been able to return this system to some semblance of normal
operations.
for now, i've turned off windows firewall and i've got microsoft's
portqry tool running.
on a test box here at home, portqry tool shows remote desktop listening
on port 3389.
on her machine, it is not shown as listening. even with the firewall
off.
group policy is not set for remote deskop, firewall is off, allow
remote desktop users is checked in props of my computer.
nmap reports this port closed. i know her school doesn't block this
port as i've used it before and nmap would report filtered if it were.
also, on my test machine, terminal svcs is Started, Manual.
On hers, it's set to manual but when i try to start it, i get "Error
999: Error performing inpage operation"
a repair install, format and re-install are both out of the question as
she's in new york and i'm in south carolina.
anyone know how to fix this?
