Remote Desktop for Administration

Hello,

I am trying to setup a user so they can access a server that is not a DC and
not running Terminal Services but can access it remotely. The server is
part of the domain and is running Server 2003 SP1. If I add the user to the
Remote Desktop Users group they still are not allowed to connect. The only
way I have gotten this user to be able to logon is to add them to domain
admins group. Has anyone seen this happen before or know a way around this?
The user is also specifically added to the local policy of allow log on to
Terminal Services.
