Remote Desktop Connection Wont Load

Im using WinXP SP2 and the Remote Desktop Connection software will not load.
When I select its icon, I get a momentary hourglass on my curser and then
nothing. For each time I try to start it I get a new instance of MSTSC.EXE in
task manager.
 
If you have a retail copy of xp,install xp cd,locate "Set up a remote
connection",follow the wizard.
 
Its a Dell Vostro OEM install, I'll look for the CD. Ive read SP3 has the
latest version but totally freeked about installing SP3 due to odd behavior
Ive seen after the install and this is a work machine.
