If I am Remote Desktop'd to a terminal server, then need to map a drive in my
TS session back to my local PC (e.g., \\mypc\c$), where do I grant
permissions for that to happen?? Are permissions granted on the local PC,
remote server, or both??

If you are a local admin on your computer you should be all set. If not,
just add the permissions to the C: drive on your workstation. The
permissions on the server mean nothing.

By adding permissions to my C: drive, am i granting permissions to the server
for access to my C: drive??

This user's workstation is also a contractor for another company, and
piggy-backing our LAN for access to his company's LAN via a VPN client. When
he disconnects from his VPN client, and RDP's into our Term. server, he
normally double-clicks an icon which is on his Desktop for his profile that
links him back to his local C: drive. But, since the icon is for his old
laptop (he is on his new one now), it isn't working. I can't see where he is
getting permissions to do this.

No, you would grant the access for the user that you are logging into the
server with access to your C: drive
