Cause: This behavior can occur if the Telephony service is NOT started automatically or before Remote Access Auto Connection Manager service starts.

I think I have a couple of problems, I have tried starting the Remote Access
Connections Manager and it won't start - I get an error message 1068. I also
cannot access the Telephony Service. I am also trying to use a particular
program that requires ports 20 and 21 to be open. How do I make sure they
are open?
