"Reminder, ......" "This page cannot be displayed" popup? What?

It doesn't matter if I am in my OE or browsing, I get this popup that cannot
be closed. the top is "Reminder, Sunday, October 12, 2003 and then
"this page cannot be displayed" followed by the usual words that look just
like a dns error message. What is this, where did it come from, and how do
I turn it off?
