Remaining connected to the Internet between users

Does anyone know how to remain connected to the internet between users on the
one PC? I can't use switch users as I have Net Nanny installed and this
program disables switch users. I have had the internet staying open between
users but I recently reinstalled some Windows components and have lost the
ability to stay connected. I can't remember how I had it working. Can
anyone help?

I contacted Net Nanny and this was their reply:

This part isn't really connected to Net Nanny. It is most likely connected
to Fast User Switching being disabled. You should contact a Microsoft
technician for help on this.

Looks like Microsoft should know how to fix this problem. Does anyone know?
