Relog.exe converting Perfmon files to csv

I have over 600 perfmon BLG files that I need to create reports on. I
have been looking at relog.exe from Windows XP and I noticed the
results are different in the CSV file it creates then if I look at the
BLG file in perfmon.

Example:
Looking at one server with the counter
Processor(0)\% Processor Time
In performance monitor the minimum is 0.159 and the Average is 0.432
and the Maximum is 8.452

Relog put in the value of 99.8978859234705 for the same counter/same
server.

Has anyone seen this issue?
Has anyone fixed this issue? or better yet....
Does anyone know of a better utility to pull data from a BLG file into
a CSV or Access Database?
