Reloading MS-Pro

My PC crashed. I was told to reformat my hard drive and reload Pro. The
problem is I can't get the licensing agreement to be accepted. I press F8
like it says but nothing happens. What should I do?

I've often had that problem when using my MS Natural ps/2 Keyboard. I
have to put in a ten buck keyboard for F8 to work when I have to install
XP again. Odd, but true.
