Relinking tables in secure database

I have a secured database, standard Fe/Be. I set security up so that all
groups only get RWOP permissions on the queries, no access to the Be tables.
For one group of users, I want to give them the facility to relink the Be to
another database, so that they can mess around with some dummy data before
committing some of the changes to the real data. I have a form with a
command button which opens a diaog box with the file, and does the relink
from code, but it only works when I log on as owner or with Admin
permissions on the tables. What permissions do I have to give this group to
be able to do the relink ?
