I would like to reinstall windows XP but when I purchased the computer they only gave me back up disks of the applications on the system... word etc. Not of windows XP itself. How do I reinstall it?

This is becoming the norm for most PC companies. What they do is buy just a few OEM versions of the software and then a lot of licenses and you end up suffering. I would start by contacting the company that you bought your PC from and yell at them for a while and see if they will send you a copy on disk.

Another problem with this is that Microsoft wants nothing to do with it due to the fact that you got your XP from a third party.

OEM vendors are required by their agreement with Microsoft to
give you a means of reinstalling, should it be necessary. They
can do this in one of three ways:

1. An OEM copy of Windows
2. A restore CD
3. A hidden partition on your drive, with restore information.

If you don't have 1 or 2, you should have 3, but you should
contact your vendor to find out.

Personally, I find both 2 and 3 unacceptable, and would never
choose to buy a computer that came with an operating system
unless I got a complete generic installation CD for that
operating system.

Get a copy of XP. Time to payup as you didn't buy it before that's why
you got a price for your PC that was too good to be true but you went
for it anyway.

OEM vendors dont have to contact MS at all to be in business. One can
simply open up a shop on main street or put an ad in the yellow pages
and build/distribute new PCs all day long and not include the XP cd.
Heck, we had one across the street from us that was also including Full
Office for FREE. We contacted MS about this half a dozen times but
nothing ever happened. They continued to low ball systems for over 2
years.

People rob banks too, even though they are required not to do so.
Just because someone gets away with violating a requirement
doesn't mean the requirement doesn't exist.
