reinstalling windows xp

I am trying to reinstall windows xp and it is not
removing the old windows xp from my system. I want to
completely clear my computer and start over again with a
clean computer. And when I did the reinstallation my
computer can not even recognize that it has a modem. Can
someone help me please?
