Reinstalling Windows XP

I currently have Window XP Home Edition installed on my Dell computer. Now,
I've tried deleting the old installation but, it carries the old folders
which I can access through 'Documents and Setting.' I've searched quite a
few websites trying to learn how to solve this. Most of them say that I need
to uninstall the NTFS partition but, it says I have temporary setup files
needed on the partition. So, I have no option other than to leave it alone.
I wish to delete this and then reinstall Windows XP so I have more space on
my computer. It's capacity is 27.3 gb and I can only use about 3 gb because
of the multiple times I tried reinstalling Windows XP. PLEASE SOMEBODY HELP
ME!
