Reinstalling Windows xp

I formated the drive & reinstalled XP when I do Exployer on the start button,
I still see all the folders that I had on the hd before, they did not get
deleted why? How can I delete them now?

When I go to uninstall a program that I had before & still see when
exployering it does not show up, why?
